Poor SDA signal after upping internal oscillator
Try making SCL (PC5) pin output and SDA (PC4) pin input. DDRC |= 0b00100000; DDRC &= 0b11101111;

make SCL output. PC0 in ATmega32. and yes 74HC595 will be way better if u using it just for output.   In old days i used 24C512 and DS1307 at 400khz, the AVR detects both...

Strange problem in ATmega32A
Okay here it is, as ki0bk suggested added all four bypass caps permanent and added inductor on AVCC too. the main change which solved this problem was to change the code.  ...

Atmega32A ADC noise problem
Direct VCC to AVCC may lead to noisy readings, put an inductor on AVCC with capacitor near as possible to AVCC pin. in addition the pot in your schematics might already giving...

Strange problem in ATmega32A
On the AC input of SMPS it contains EMC filter (diffrential choke and ceramic capacitor).   There is no other circuitry between switches and AVR. its direct GPIOs with...
