Which AVR controller to use for ADC / PWM of 21kHz
Have a look at the AT90PWMx. ADC converts in ~ 10us. PWM frequency can be up to 64MHz, this is more than enough for 10 bits at 20kHz. Teh ADCs of most of the other AVRs are not...

Phase shifted PWM
Have a look at the AT90PWM2 chip. Phantastic device for PWM generation for half or full-bridges. I have just used one for an LLC-converter. Jörg.

problem with atmega8 pin
PC4 and PC5 can be used as two-wire interface port. They are disconnected from the port if configured this way. Be sure to disable two-wire interface by clearing (0) TWEN in TWCR...

Pulling Reset low with a port pin is not possible either? Could be done with a capacitor in between, if you do not trust in the high impedance state of the port pin after reset....
