Yes, the atmega168 has a very low minimum voltage for the high state. I don't see what the big deal is.

I just noticed that the BLM21AG102SN1D filter used on the wizbamg board has a built in 1000 ohm resistor. At 5V that would limit current to 5ma which is well below 200.
