The problem won't be going from the 5V avr to the 3.3V or 1.8V peripheral. It's going from the peripheral back to the AVR that's the hard part. Either the AND gate or the voltage...

It's done with avrgcc, though, not CV, so you'll have to change it as req'd. Not that it'd compile in it's current state anyways, with half of the stuff hacked out.

You'll definitely do better with glue than tape, then, I'd think. As for the right glue to get a good bond between steel and plastic, I'm not sure =/ Unless someone else here...

You'll probably do a lot cheaper with a roller and some glue than with double-sided tape. If you fix the roller to the table and coat it in glue, you can just roll the ribbon...

More than likely there's an issue with your programmer or with the AVR. Probably nothing to do with the erase. I would get a new AVR and try that.

I assume that means that you've set an interrupt and haven't made an appropriate interrupt handler for it. Can you post your code to show us what you've done to enable interrupts...
