ATTiny1634 Bricked?
You need to take that chip and use a SOIC adapter. I dont know of any chip which can be corrected via ISP port. Good Luck

AVR reset on AC spark!
Have you used any caps on the output of LM7805? Why such a large value capacitor (4700uF) on the input side? is the 12V also driving some inductive loads such as relays or motors?
