ATZB-A24-UFLR control lines for PA, LNA and sleep?
In the schematics, CPS connected to VCC..3P3.. The datasheet of FEM says that for the device to be in sleep mode.. CPS, CSD, CTX should be zero... so just switching nFEM_SLP wont...

TWI (I2C) with an atmega328P
Just waiting for the interrupt alone doesn't mean success . You have to read the status register and look for completion. Read TWSR and look for any error codes.
