If you have the RESET pin directly hooked up to VCC then that is your problem. Put a resistor in series 4k7 to 10k.

If it works on your arduino (the UNO i'm guessing) why not turn the 168 into one of the arduinos that uses it as the processor so you can just use the sketch that works.
