I recently tried to download a winAVR installer from a Windows 7 box.
No go.
I could get to winavr.sourceforge.net with Internet Explorer,
but I couldn't stay long.
I was promptly sent to something labeled AVR hub.
Eventually I used Firefox from a Windows XP box and installed from a shared directory.

I tried a few times and the same thing happened.

Then I tried again and hit the X (stop) as soon as the page displayed, and it stayed there. Since then, it always stays there. I notice in the address bar, the address gets a / after it like this:

It's all a mystery to me.

It just happened with Firefox also. The second time with Firefox it worked okay without the webring thing.

It happened to me a few times, in Explorer. Then everything started working. But not in Firefox. Probably because in Firefox I have NoScript.
