I use AtmelStudio to program an  ATmega 324pa. When I want to program the device I get this error : Verifying Flash...Failed! address=0x0000 expected=0x0c actual=0xff . How can I fix this ?

Does the target AVR have power?   Most programmers do not supply target power.

Greetings and Welcome to AVR Freaks!

Please tell us a bit more about what you were doing when this error appears.

But, let me guess, a bit....

It looks like you were programming using Tools > Device Programming and attempting to load a hex file into your M324PA using ISP. There is a common reason for such failures, and a few other less common ones. The common one is that the ISP clock rate is set too high. ISP clock must be strictly less than 1/4 of the MCU clock. So, if, for example (I don't know M324PA), it defaults to 1MHz clock with default fuse settings, then you MUST use an ISP clock rate slower than 250 KHz. The next standard slower rate for most programmers is 125KHz. You an set this in the Tools > Device Programming dialog. If default clock rate for your device is not 1MHz, then you will need to choose an ISP clock rate appropriate for your device's clock rate.

Everything is set as usual. Also there were no issues in fuses . I've added some screenshots.

check erase device before programming in the second screen, then hit the program button.

I think it's a faulty uc . I'm using another 324pa without problems. Thanks anyway !
