The open drain control in GPIO for UC3B does not exist.

Then this means that the TWI interface on UC3B doesn't needs the open drain mode to operate??
The TWI module controls the open drain on the I2C IO, not the GPIO controller on this 2 IOs, so basically you do not have to take care of GPIO init when using TWI.
