On http://4pcb.com/ there is a free PCB design package called PCB ARTIST tm .

Does anyone know of a utility or a method which will allow a user to output Gerber files other than getting gerbers on a design by design basis upon placement of order?

Leon,

Thanks. I have licensed versions of Protel98SE and Altium DXP.
An enthusiast acquaintance is looking for a suitable package.

It's pretty good. Like PCB Artist, it's based on Easy-PC, with some of the advanced features missing. I used Easy-PC for about 15 years.

FreePCB works and outputs Gerbers and .png files.

Like everything it has limitations, but seems to work really well for the cost. I would suggest just sitting down and making your own footprints from data sheets, there is a complete library from Ivex as a separate download but building your own helps you get more proficient with the software and makes certain the footprint is the correct size. I've found the pads on things like 0805 components to be huge and cut them down for my resistors to a more appropriate size, need to do the same for the caps.
