In the US, Radio Shack has had the pens for at least a decade.

Head to digikey.com and search for 'conductive pen'.

I found this interesting...for some time I considered quick prototyping with these pens using 1/4" foam board (like the type sold in office supply stores and used in architectural modeling). I thought it would be fairly easy to layout the design and poke standard through hole device thru the paper into the foam...Maybe I will try that someday!!
