trouble in programming the fuse bits of an Atmega64L

hi
i am using a TNM2000+ programmer device, i set the FBs utilizing configure menu and it says that FBs are writen as speciified but later when i check these bits i find out if they are still at the default set! i tried it many times and it appears that the device is unable to manipulate the fuse bits??!

its connected through the ISP connection method, the program itself is writen on the Flash with no problem but fuses dont get changed.

and of course the Microcontroller does not perform the schedule.

Can you read the signature? That is always what I check if something does not read correctly.

If you cannot, then you may be clocking the ISP link too fast. Or, you might not have a running oscillator.

the software presented by the device manufactorer can detect the chip and also verify the written programm on it.
but it cant overwrite the FBs
guess i have to contact them.
