I have been pretty inactive with my µC-projects for the last years.

Now, I want a revival for an old  project  powered by a Atmega32.

I remember, I generated a header file with all necessary settings pre-loaded with tool named AVR I/O Designer.

The tool is still available from http://www.forestmoon.com/software/. But it is pretty old (from 2009).

Is there a similar or modern technique available (may be in AS 7.0)?

I program like a man:
COPY CON: > firmware.hex

Atmel has ASF which has also become "Atmel Start" but it's not really for tiny/mega because their peripherals are too easy to use "raw". It is for Xmega, UC3, SAM where the peripherals start to get really complex.

Both Codevision and ImageCraft have configuration wizards, both have free trial versions!
