anyone suggest a good, inexpensive ($150.00US or less) programmer for the Tiny10/11/12/15. I want something simple and uncluttered (ie without all the extra sockets that program the larger devices), preferably on 1 PC board.

All of those devices are programmable in circuit. I would say that would be your best bet. It is small and inexpensive, and you can make it your self.
See app note 910. The code provided doesn't work for the Tiny but they are really no different so all you really have to do is add in there ID codes. They are
0x50 tiny11
0x51 tiny10
0x55 tiny12
0x56 tiny15
The program AVRProg that comes with AVR Studio will program these devices.
The best part of this solution is that if you design your circuit properly then you can always reprogram the tinys if you find a problem and don't have to remove them.

Hope this helps,
Ian

Why not just use the Atmel STK100 starter kit. It costs less than half your target price, and it is aimed just at the "Tinies". You also get some fun IR stuff on the board to play around with. Works through the PC parallel port.
