Since the Mega48 and Mega88 reached full production status, we had no problem getting needed quantities for US distributors; most flavours were well-stocked.

Going for the next buy for a small production run, it seems that the US distributors are just plumb out of TQFP in all flavours of the Mega48, and nearly so for the Mega88. Long lead times are being quoted.

Is the situation the same all over the world? Do you think some giant production run has sucked up the TQFP capacity? Or maybe the changeover to the lead-free -xU parts is a factor?

It is pretty scary for us, since our production runs are usually in the hundreds so we don't have any great leverage with the suppliers.

I've never met a pig I didn't like, as long as you have some salt and pepper.

Is the lead free requirement for products exported to Europe, or is there a push for lead free in the US as well?

When the same part is suitable for lead and no-lead assembly, the push is for a single part that meets both needs. That is what I've seen so far. Mega48/88 is new enough that it should have been RoHS from the start.
