I've had a few chips I have programmed and verified correct arriving via the post ( overseas airmail ) seemingly dead. sometimes unprogrammable by the user.

Are they being zapped by XRAY machines in customs? How should I protect the chips?

For tape cassette\?s (long time ago, I know) there were special labels saying -Do not Xray or anything-.
Also you could also wrap your device in alu-foil and put then in a special conductive grid bag (for static sensitive devices).
Check your local stores, they got stuff for this purpose for sure.
