I know that on a Tiny13V, if you disable the reset fuse, you can no longer do serial low voltage programming, which it mentions in the datasheet.

I am getting ready to start a project using a MEGA48V and am going to need every I/O. Therefore, I will be programming this fuse. I don't see any thing in the data sheet that says that once programmed, it required HV programming to unprogram it.

Does anybody know if I can program and unprogram this fuse using low voltage serial ISP programming?>

Once you program this fuse, there is no more reset pin. This means you won't have low-voltage serial ISP programming as you need the reset pin for that.

You'll have to put some sort of bootloader on it. Or even better would be to do some sort of multiplexing so you don't have to use the reset pin....
