Problem with AVR Dragon HVPP mode (ATmega16 and other)

I experience hard problem with AVR Dragon HVPP programming. Working under AVR Studio v4.14 software and it's Dragon firmware do not allow to program any AVR devices in this mode. ISP and dWire working fine. I very carefully make device jumper connections in AVR Prototype Area and hope there are no any mistakes on it. Note, that the first time running Studio v4.14 Vtarget measurement is OK. Then I perform reading chip signature Dragon feedback is:
Setting device parameters... OK!
Entering programming mode... Failed!
After this any repeated reading from chip completely not possible:
Setting device parameters... Failed!
Entering programming mode... Failed!
Target voltage... Failed!
The only way to successfully reading Vtarget again is to reconnect to Dragon by restarting AVR Studio programming interface module.

Next I want to view some signals on ATmega16 (DIP40) pins by oscilloscope:
1. nRESET 12V applying to pin 9 correctly upon chip operation.
2. +5V VCC applying on chip pin 10 OK!
3. XTAL1 signal looking fine on pin 13!
I cannot take my mind how to cheñk other signals.
Is it any way how to check Dragon hardware before HV_prog connector? Need help.
Next step I disconnect all DATA7-DATA0 pins from DIP40 socket (pins 8 to 1). The reading chip signature produce the following:
Setting device parameters.. OK!
Entering programming mode.. OK!
Reading signature .. 0xFF, 0xFF, 0xFF .. OK!
Leaving programming mode.. OK!
At this point ALL DIP40 socket signals looking fine on oscilloscope!
If more then one pin connected to DATA7-DATA0 bus produce the following:
Setting device parameters.. OK!
Entering programming mode.. OK!
Reading signature .. FAILED!
Leaving programming mode.. FAILED!
In some cases Entering programming mode also failed.
