output of a NAND gate when both inputs are floating

do you know which is the output of a NAND gate when both inputs are floating. I think it is low.

Undetermined and possibly oscillating wildly and drawing lots of current.

"Old fashioned" TTL inputs would float hi, so the output would indeed be low. With CMOS, it's like John says. Floating CMOS inputs can actually cause madness and often the person allowing them must be "put down".
