Mikroelektronika mega1280 can't program

Hello, 

 

I purchased the Mikroelectronika atmega1280 board off mouser (http://www.mouser.com/ProductDet...) to save myself from having to do any surface mount soldering of the 1280 by hand, but I can't seem to program it through ISP. I get the rc=-1 error, but I know its hooke up correctly. I found out they must have put their own bootloader on here because they have their own IDE for programming this chip. Is it possible that they disabeled ISP programming? if so, how can I program this? I have the Atmel ICE in circuit debugger, can I use PDI or JTAG?
