Mega32 doesn't wake up when it should

I am using a gsm module with mega32 development board from olimex.I put the mega32 into power down mode and I wake it up using int 0, low level triggered.Some times the mega32 is wake up, some time it doesn't wake up.
I can see that olimex use the mega32(no the mega32L) and he power it with 3V Vcc. Do you think this is the reason of the problem?

when you get the low-level trigger, are you disabling that interrupt source? If not, you will get continual ("cascading") interrupts and it will give the appearance of a locked/sleeping chip.

I disable the interrupt source immediately after the trigger. The strange is that some times the mcu wakes up and some it doesn't!!
