JTAGICE mkII: IDR event 0x00

I developed a USB VF Display product using a ATMEGA16-16PI.

When I tried to change to an external 14.74 Mhz crystal to increase the serial rate to 230.4k baud AVR Studio report the error JTAGICE mkII: IDR event 0x00 and I am unable to do anything with reset or single step.

Does anyone know what that error message means?

I programmed CKSEL=1111 SUT=11 (last fuse option). I also tried the CKOPT both ways. What am I doing wrong?

I think it means you wrote something to the OCDR register within
your application.

Actually, a friend and I discovered that I didn't have a jumper on pins 2 & 3 of OSCSEL on the STK500, so the processor was not receiving a clock.
