JTAG ICE erasing EEPROM

When I program my ATMEGA 128 via the serial (i.e. not MKII) JTAG ICE, it resets my EEPROM contents, even though the fuse for preserving the EEPROM contents during chip erase is set. When I program via the AVR ISP, the contents are, in fact, preserved. What's going on? Is it possible to keep the ICE from clearing the EEPROM? Thanks.

There is a checkbox to preserve EEPROM on the Debug tab under JTAG ICE Options.
