ISP programming problem for STK500

Hi Guys, I have an STK500 board. Till now I was using the JTAGIE MKII option connected to the USB port of my PC to program my Atmega16. Now I have switched over to serial. I have connected the serial cable to the RS232CTRL connector on the STK500 board and the other end of the serial cable to a serial to USB cable and then to the USB port of the PC. I am getting the attached error when I try to program the chip.
What could be wrong? Thanks for your help.

So do you have the ISP frequency set to well under 1/4 of F_CPU as it suggests? That's the common error. (especially when brand new chips are used so default to F_CPU 1MHz and F_ISP needs to be 250kHz or less)

I will try that. But I am using the USART and I have the CPU frequency set at 7MHz. Does CPU frequency also have to be 1MHz? I would prefer not to change the CPU freq. if I don't have to because I have pulled my hair out trying to get the USART to work..

You might want to program the hfuse to allow ISP programming (SPIEN).
