Input with a internal pull-up feature on all AVR devices?

Is safe to say that all AVR devices (tiny, mega, xmega, uc3) the pins support to be configured as inputs with internal pull-up? So far I think it is, but wondering if there is a maybe a obscure (or less known to me) device which doesn't have internal pull-ups on their inputs.

Yes, with the exception of a few specific pins. For example, pins that are purely analog input with no digital capability (usually for ADC input) do not have pull-up resistors.

 

An example is 32 pin Mega328P. This one has several pins that have no digital function but are ADC inputs. These pins have no pull-up resistors.
