External INTx latching behavior

Using ATmega328. Have a question about External INTx behavior when falling edge is selected. Does the AVR normally latch an external falling edge int even when you have the corresponding EIMSK flag set to zero? Since the ATmega user guide doesn't explicitly say or show a schematic of the external INT0/1 inputs (only shows the Pin Change int equiv. schematic) I can't verify with anything but code.

I can give a more detailed explanation of my code example but I'm guessing the answer will be "yes, it does latch even with the EIMSK bit set to 0".

I'd assume it does, as one could poll the flags without having an ISR service them.
