What is the recomended decoupling scheme for the atmega48? I'm running the smallest package of the chip at 4MHz or below.

'theoretical' is a .1 from each vcc pin to gnd, near the chip. But I've seen boards come up and run with NO caps on the board... oopss.. forgot to solder em on.... so it depends on noise, power supply quality, etc etc

I decoupled my Atmega48 and ATmega88's with a 0.1uF monolythic cap located 0.1" from pins 7&8 (I'm using the DIP package). I also have a 4.7uF tantulum close by.
So far so good. The application has been stable.
Anyway, try to loacate a low ESR cap as close as posible to the power pins. And supply a good (low impedance) ground path.
Rock On.
