Dangerous Prototypes has two new sets of prototyping boards:
1. QFP adapters - 32-to-80 pin, pitches = 0.5mm, 0.65mm, 0.8mm; 3USD.
2. SMD prototyping board - SOIC, 0805, SOT23-3, thru-hole array, Bus Pirate connector; 10USD.

Don't know if the SMD board has a ground plane but I hope it does.
I don't have Eagle installed so cannot immediately look at the board file to see if it has a ground plane.
QFP adapters are in-stock (Seeed Studio) but SMD board is currently out-of-stock.

I couldn't open the files with Eagle 5.10.

Sorry about that.
Installed Eagle 5.11.0 for Windows, Light, Freeware.
No plane on layer 'Bottom'.
Do not know if its a multi-layer PCB.
QFP pitch 0.8mm - website's picture appears to be old because schematic and board show 0805 for caps at the corners.
