Beta versions of the command-line tools for the Dragon, STK500, AVRISP, AVRISP mkII, JTAGICE, and JTAGICE mkII have been released on http://www.atmel.no/beta_ware site independently from AVR Studio.

For people who want access to those tools without the bloat of the full GUI installation, this 18 MB download is probably a lot easier to swallow than the 75 MB download for the full AVR Studio 4.13 release candidate.

Now, if they would only also release the XML files separately... That's
the only part of AVR Studio I'm really interested in (and only to maintain
the opensource toolchain). Right now, I'm in the strange situation that
I'm legally not even allowed to unpack AVR Studio on a Windows machine
(which is the only system where it could be unpacked at all), and then
transfer the XML files -- to the letter of the license agreement, only
the entire package might be moved elsewhere.

Thinking a bit more about it... I guess the command-line tools also need the
XML files, so they might be part of that 18 MB package. Can anyone confirm
this to me?
