AVR programming on 128 Khz

I have a Tiny13 that I have programmed so that it will run on 128Khz.
But can not get it reprogrammed when I use

C:\WinAVR\avrdude5\bin\avrdude.exe -p t13 -P COM1 -c ponyser -u -U calibration:r:calibration.BIN:r -U flash:w:default\Keysim.hex -U eeprom:w:default\keysim.eep -U hfuse:w:0xFF:m -U lfuse:w:0x6A:m -U lock:w:0x3f:m
( this is back to 9,.6 Mhz)
The problem is that avrdude will not see the device. The problem is that avrdude will not wait until the device is ready I think.
I know that I can be recovered by hi voltage programmer but I do not have one.
Or must I report this as a RFC ( request for change ) on the avrdude ?

I don't know if the AVRdude is capable of doing it but you need to slow down the ISP programming clock to at least 1/4 of the 128khz tiny13's clock or you can't enter ISP mode. I don' t see any flags on the AVRdude.exe line that look like it sets it's ISP clock.
