Hi nta_xyz - yes, the ATMEGA128RFA1 is an evaluation board designed to work with the STK600. Therefore, to get the most out of the ATMEGA128RFA1, you should also purchase the STK600. As you may know, the STK600 is compatible with the AVR and AVR32 suite of microcontrollers (you have to purchase add-on boards for the various and specific microcontrollers).
I'm not familiar enough yet with microcontroller development to offer a less expensive work-around for the STK600.
