ATMega88PA 32 MLF ISP hookup question

I am wondering if the pin 2 on the Dragon needs to be hooked up to anything or if I leave it as no connection on the board I am designing.

The board will have a ATMega88PA 32 MLF soldered onto it with the 6pin ISP header so I can program/update code on the device. It will have its own power source, and the user manual is not very clear for off-board setup of the ISP pins. Obviously MISO,SCK,RESET,MOSI,GND all go to their correstponding pins which are labled on the pinouts, but there is no mention of what to with VTG other than don't hook VCC up to it on the Dragon side, but is VTG needed at all if my processor has its own power source powering it or will it have an alternate function when its not used as power?

...and VCC to pin 2. It is only used for VTG sensing so that the voltage translator chip on the programmer know what voltage the target is running at.

Not very friendly if the programmer would try and run programming signals at 5V if the target is running at 2.7V.
