64x32 dot matrix led panel with atmega32

Hello all, I am interfacing 64x32 dot matrix led panel (https://www.amazon.com/32x64-Pixels-Matrix-Color-Module/dp/B077YKRL8T)
With atmega32. I am able to display data on leds but for some reason leds that are supposed to stay off they also glow with less intesity, if i increase delay around 1 second, between printing of each row these leds remain off. I will be posting my code as well in a while once i reach my laptop. Anyine having idea why its happening? Please help me.

Thnaks alot Jim. I disabled the display with

dat_port &= (~(1<<OE));

and  switch pixels state and enabled display again with 

dat_port |= (1<<OE);

Everything working cool. Thanks alot.
