I could not find a free open library for this protocol; do you happen to know any? If there is no such thing where do you suggest starting for writing the protocol from the scratch? Also Do you know a good free tutorial on the protocol?

I an imagine that the Iranian governement has made its own specification that deviates from the IEC61850

Does US people has their own protocols? Yes of course, but if you want to sell your product globally you should follow the global rules. So my guess is that I want to sell something outside of iran!

Ali, you've obviously hit on a topic that most of us have no experience with. If i had to undertake such a task there are usually teo choices: download the standard and implement it yourself or see if there is a package that you can license.
This is one of those niche, speciality protocols, that's only interesting to a very small number of people and companies. That's why I think you will not find any tutorial or open source package.
So, I'm guessing your only option is as Kartman suggests, buy the standard, probably for big $$$.

I'll ignore the rather myopic connotations of xantor's comment, but do US substations use iec61850?
