Why do you not want to use FLIP?

FLIP works. It is implemented in Java as far as I know.

In common with many Java programs, it uses a lot of resources. But then so would any other Windows program.

No doubt you could compile a Linux command line program to run under Windows. Then it will probably run without requiring GB of memory.
