Hello guys,
i need an AVR 8bit board with the following specs:

Must Have: 2 Serial Ports with RS-232 output.

Wish to have:

dip-switch in one of the avr ports.
i/o headers of the rest of the avr pins
power supply with large input range 8-36V
External Watchdog Reset IC

Is any board like this exists? or should i start playing with my eagle?

Looking for a board with a regulator that can drop 36V to 5V or 3.3V is quite a challenge. That's going to severely limit your choice. Does it really have to be able to cope with a 36V input?

But just as a general suggestion. While a lot of the "modern" AVRs have two UARTs they may not have been out long enough for dev boards to be made. However the ATmega64 and ATmega128 are as old as he hills and have two UARTs. So you should be able to find a lot of dev. boards based (epsecially) on the mega128. Some are bound to have two D9's
