Circuit Improvements for driving LEDs from 230VAC?

Hello,
please can somebody recommend me improvements in circuit in enclosure?
I would like to improve dissipated power on resistor R2, which is more then adequate for this kind of circuit at 100mA LEDs (I have 6pcs of 0.5W resistors in paralel now and it is not sufficient).
It should be protection resistor - protection from spikes in grid. Can I decrease value this of rezistor (I suppose not)?

Or would You recommend to me another type of circuit (switching regulator)?

I would look at running a ST viper switching IC in buck configuration. Alternatively I'm sure Power Intergrations offer some solutions.

But transformers for Viper (maybe for PI also) are not easy (and cheap) to buy here in our country.
Isn't there any chip on the market which would be similar to chargers for example (which wouldn't need transformers)?

The viper in buck mode only requires an inductor, not a transformer.

Thank You for link oddbudman, I didn't notice "buck" mode in Your post before.
Is it possible to connect VIPER50 in buck mode also? I've found design based on VIPER22A, which gives 16V/350mA only (Just in case I need more power).
