AVRISP mkII have no voltage in VCC out!

Hello,
i buy new AVRISP mkII for 2 day ago.
And after trying in many hours i get the same
error.

No target was detected. Ensure that target has power

I search in googel and here to find correct form for connect IC to AVRISP, and im sure is connect correcty.

But the same error message.
(i have AtMega16 and set ISP frequency very low),

Now i tryed with my voltmeter and check about AVRISP have volt for outside.
I tryed pin VCC and GND for 5+ but nothing show in my voltmeter.
I try the all other pin, but no respons.
I open the AVRISP box, and remove the connector cabel and calibrate plugg on AVRISP, but same, 0V.

I tryed USB plugg (innput), the was 5V+.

The green led and red led is on.
So AVRISP have voltage,
but not to output.

are my AVRISP broken?
I have orginal AVRISP mkII, and very new!

Are you supplying Vcc from an external source?
I do not have a AVR ISP Mk2 but my AVRISP Mk1 wont work unless the target has it's own power supply.

As shipped, the AVR ISP Mk2 DOES NOT supply target power, it only senses it. It must see voltage on both the Vcc Pin as well as the Reset pin supplied by an external source. Additionally, it must be able to pull down the reset pin to ground. Normally this is accomplished by tying the Vcc pin to supply voltage through a 10K resistor and also a 0.1uF cap to ground.

Search the forums here for a method to modify the Mk2 to supply target voltage.
