A 10 cent photo diode should be able to do the job. (put it on a ADC input and enable the pullup resistor and do the rest in SW).

 

Most/many here has a "smartmeter" with a bus connector, and you can get a secure code for your utility company, then you can get power load on the different phases, cos phi etc.
