I have 2 Atmel-ICE in our production line that is working correctly and I bought a new one that doesn't work on the same test bench. Can anyone help me with that?
It's a wild guess, but the firmware version on the new one is almost certainly newer than the older two. You've given so little information in your post that any answers are themselves going to be limited to guesses.

I would say the opposite. The old devices have almost certainly had their firmware updated.
The new device will come straight out of the factory with obsolete firmware.
Observe the Serial numbers, firmware version numbers of all 3 devices. e.g. in AS7.0
Update all 3 devices. Then you will be golden !!
