if the IC input port has a voltage ,it is damaged?

i have a AD536A and AD8362, both of them has a voltage in their input port. the AD536A has the power voltage,and the AD8362 has a half of the power voltage(2.5V).
does it means it is damaged? i think the input port should not has a voltage.
by the way ,both of them can't give me the right output.
i think the AD536A has no hope(if you(AD536A) go to heaven,please send me a message...)
and AD8362 there is a little hope, when there is no input,it outputs 0, and there is an input,no matter how big it is,it always shows me a voltage nearly power voltage

My guess is that unless you applied a much higher voltage than the data sheet specifies, the parts are OK. It is unlikely that BOTH parts are defective.

Can you post a schematic? This will tell us how you are using the parts.

BTW, I think most of us would rather see a picture of the "real you" than of Bill Gates.
