I have just bought a USBASP programmer and it is not giving output voltage across Vcc and GND. The LED on the programmer is glowing. Is there something that can be done? Or is the programmer not working at all?

Post a link to the actual USBASP that you have bought e.g. Ebay sale.
.
If it was from a local shop find the SAME board on Ebay i.e. accurate photo of pcb.

Hey David,
thanks for replying. I have tried finding it on google but there's nothing matching my particular USBASP. I think the manufacturer is local. Here's how the PCB looks, if that helps.

It looks like a local manufacturer.   (I can guess the country)

Compare your pcb with the original schematic from www.fischl.de

I suspect that the unpopulated JP2 will enable the 5V output.

I suspect that the unpopulated +5V footprint next to JP2 should be marked JP1.   Solder a 2x1 male header.

A conventional USBASP has:

JP1 enable 5V output (might have 3.3V / 5V / n.c.)

JP2 re-program (unpopulated)

JP3 slow jumper (unpopulated)

The original pre-2011 fischl firmware uses the JP3 SLOW jumper.

If removing your JP3 jumper makes programming faster,  you have probably got the pre-2011 (crap) firmware.

Life is much simpler with a Chinese USBASP.

Modern Chinese firmware ignores the JP3 jumper.

David.

Thanks. Should have bought a regular Chinese USBASP. I'll look into and follow what you've said.
