Why not?
After all, isn't it true that the ATAVRISP1, ATAVRISP-MK2, STK500 and, the now famous Dragon, all use an AVR microcontroller to program a target AVR microcontroller?
The programming protocol for the ATAVRISP1, ATAVRISP-MK2 and STK500 are all on the Atmel website.
And, while I have never attempted trying it, the programming structure using the various programming methods are called out in many of the Mega class controller datasheets.
