If you are using the WebInstaller, you might want to switch to the offline installer, but downloading the entire install package and right click and RUN AS ADMINISTRATOR.

Here is the link:

I would recommend that you uninstall anything you have already installed for AS7 first just to make sure you are starting with a clean slate.

No promises that his will work, but it did for me on one machine.

Might try a clean (patch, delete, uninstall, install)

fyi, the March'18 Windows 7 update has issues.

Microsoft Patch Alert: Windows 7 takes the brunt of March patching problems

With a smattering of bugs reported in this month’s massive patching trove, Windows 7 has taken one – make that two – on the chin. It’s a classic Win7 damned-if-you-do, clammed-if-you-don’t situation.

Per post #5, there's a Windows 7 kernel elevation of privilege defect.

That defect "may" have been corrected in one update in this month's Microsoft Patch Tuesday; that update was corrected today.

Patch Lady – We just got a new update for April

...

  • This update [KB4093118 - April 10, 2018 Windows 7 cumulative update] replaces update 4100480, Windows kernel update for CVE-2018-1038.

...

Might try KB4093118.

If that doesn't work then a recommendation is to roll-back Windows 7 to Dec-2017.

...

Otherwise go into add/remove programs and roll back to December’s KB4054521 (security only) or KB4054518(rollup) and then hang tight and keep our fingers crossed that April’s updates will resolve these issues.

...

(rollup is the cumulative update, security-only is a single update)

I fixed a few win7 install problem (where some new app would fail to install), then doing this sometimes resolved it & allowed it to install

temporarily set to never notify (may need reboot to take effect)

After installing, set back to a safe level (and probably another reboot)

In this case the installer was trying to notify, (or waiting for a notification response??), then finally giving up/failing with some cryptic message that said nothing about notifications!
