Can someone clarify if the USB Mass Storage Controller is for USB Memory Sticks or is it for Hard drives connected using a USB and hard drive caddy?

I’d say both. Basically it enscapulates scsi.

The actual storage is immaterial. You receive and process sector read/write commands and it's up to you whether that's done in silicon or cobalt alloy.
