S70N19 initial cold boot behavior?

I've designed a small board with an S70N19 wired up for USB. It has a 16 MHz crystal connected to it and I was very careful to go through the schematic checklist.

The prototype doesn't enumerate on the USB bus. The datasheet seems to imply that I should expect it to do so, as it should start SAM-BA, which should notice that there's a 16 MHz crystal and I should see it try to show up as a USB device... right?

I've gotten further. The chip was upside-down. The BIG divot in the corner wasn't pin 1, it was the smaller one. Go figure.

 

Anyway... SAM-BA runs, and I can program it with my ATMelICE via SWD. I've created a project with Atmel Start and populated main() with some gpio fiddling... but none of it works. I don't really have any proof debugging works either. I can pause execution, but I can't find any lines of code anywhere.

 

I'm fairly confident it's another relatively simple, bonehead omission of some sort that's keeping this from working.
