This does not make sense - if you have to collect ATmega16 MicroController, they will be the same from all suppliers, as they all come form the same IC vendor and fab. (assuming they are not counterfeit)
If you wish to compare two supplier's offers on the same MCU, usually that involves Price and Delivery and Freight.
If you really meant to say 'Find Controllers broadly similar to Mega16', then you need to list the parameters that matter in your design, like Code Size, Ram Size, Pin Count, Package, Peripherals etc
If you have no idea of the Choices out there, places like Digikey have good search filtering, so you can find the Cheapest MCU, or the Cheapest in a given package, or mix of peripherals.
Suppliers sell products from manufacturers. Example suppliers are Mouser.com, Digikey.com and in the avocational world, Sparkfun and Adafruit, among others.
There are thousands of suppliers. There are dozens of microcontroller manufacturers. There are de facto standard microcontrollers like the Intel 8051 family and today, the ARM microprocessors - all made by different manufacturers.
To compare, you learn a lot (years' work) about microprocessors and their software tools and programming languages, and programming techniques.
Then you set requirements for a particular project and what that must do, functionally, and scope the memory and speed requirements.
Then you compare available microprocessors with the requirements, mainly building upon education and experience.
You are probably confusing Atmel ATmega16 with products like ARM. For ARM the core CPU may be used in several manufaturers/vendors products.
That is not true of Atmel AVR. The mega16 was only ever made in one factory by Atmel. When they closed that factory and sub-contracted the fabrication to a Far Eastern supplier the model number changed from ATmega16 to Atmega16A. So the only possible comparison you may make is between a mega16 and a mega16A.
