This is day 2 that I've been at this. I've gotten a little farther, but I'm now at the part I get stuck when programming the chip with the hex file. I've tried using avrdude in the past many times, and I always try to give it another shot, and this is the error that stumps me every time:
avrdude: error: programm enable: target doesn't answer. 1
avrdude: initialization failed, rc=-1
Double check connections and try again, or use -F to override
avrdude done. Thank you.
It says "double check connections". I've used a conductivity tester from the programmer I'm using all the way to the pin on the micro controller for every pin. I've tried them all, MISO, MOSI, SCK, RST, GND, and VCC. My multi-meter beeps when I test for conductivity on every one of those pins. But still, avrdude insists my connections are wrong.
What I'm using:

I don't know what else to try. Any help would be appreciated.
