It should be 4-38V.
Both of those are cheaper on eBay, the adjustable ones are really useful, someone is always asking for a specific supply voltage or wanting to run something from battery so I buy them in bulk.
I've had one from eBay for a while and like it a lot. Mine's only good for 2 amps though. I think I paid $11 for it. Last I looked it up the going price was $8.
